Steven Sandy Named Deputy Administrator for Botetourt County

Botetourt County has named Steven Sandy as its new deputy county administrator. Sandy will join Botetourt County following his most recent tenure as County Administrator for Franklin County and will succeed longtime Deputy Administrator David Moorman, who will conclude his service with Botetourt County on January 1, 2027.

Sandy brings more than 27 years of local government experience in Virginia to the position, including previous service with Botetourt County. His career has also included positions with Montgomery County and Franklin County, where he has served as county administrator since February.

"Steve's return to Botetourt County is a tremendous asset for our citizens and our administration," said Gary Larrowe, Botetourt County Administrator. "His deep understanding of local government operations, combined with proven leadership across multiple Virginia localities, makes him exceptionally well-suited for this role. We're excited to welcome Steve back to BoCo."

Sandy began his local government career in Botetourt County before serving in a variety of planning, community development and administrative roles in Virginia.

He holds a bachelor’s degree in natural resource management from North Carolina State University and a master’s degree in urban and regional planning from Virginia Tech. He also earned a graduate certificate in public administration from Virginia Tech and completed the National Association of Counties’ High Performance Leadership Academy.

Sandy is a certified professional planner through the American Planning Association. He also holds Certified Zoning Administrator and Certified Transportation Manager credentials through the Virginia Association of Zoning Officials. He has extensive experience in Budgeting, Human Resources and Emergency Services plus, general county operations.

Sandy has also served under three Governors as a member of the Virginia Broadband Advisory Council since 2020.

“I’m excited to return to Botetourt County and to have the opportunity to serve the community where my local government career began,” Sandy said.  Sandy is expected to begin serving as deputy county administrator on December 1, 2026 Moorman will continue serving as deputy county administrator through the end of the year to support a smooth transition.

Botetourt County looks forward to welcoming Sandy back to the County as he begins his new role.
